A flat above a shop. Does the snake come from the shop or from the hill?

Possibly both. The shop provides rats and damp gaps below, and the mountain is very close and may provide snakes hunting water. Check the shop and gaps between it and the flat, and also gaps facing the nearby mountain.

Jabal Umm Jurfan is very close. Do snakes descend from it constantly?

Mountain snakes stay on the hill whilst water and food are available. When the hill dries in summer or rats become scarce, snakes descend to the residential area hunting water and prey.

Is the public garden beside the housing a snake source?

The park provides ideal conditions for rats, but it is not the only cause. If the housing holds rats too, snakes will arrive even without a public garden. Eliminating rats in the housing and shops is more important than treating the garden.

Are private villas less exposed to snakes than King Fahd housing?
