Is treating the flat from the inside alone enough if there is a commercial shop below?
No, absolutely not. The shop is a continuous scorpion source and must be treated alongside the flat. Treatment must include the shop, the boundary wall between shop and flat, and the shared entry. Treating the flat in isolation leaves a wide open pathway for scorpions climbing from below.
