Yes. The rooftop room is a separate household with its own bedding, and although it sits on the same building, its closeness to your flat through the stairwell means it should be checked on its own, not assumed clear because your own flat is.
The food store below our building gets daily deliveries of boxes, do they carry bed bugs up?
Boxes stacked in a shop storeroom can shelter a bed bug passing through from another source, but they do not climb the stairs on their own. The real risk only starts if a box of that kind enters your flat and sits near where someone sleeps.
