Will treating my flat stop ants coming from the shop below?

No. Treating the flat slows them briefly but ants return from the shop. Both must be treated together, and gaps between storeys must be sealed.

Are closed shops and large restaurants equally risky?

Restaurants and cafes are riskier because they offer abundant food and moisture. Dry shops (clothes, electrics) feed ants less, but they still nest in the gaps.
